More than 1500 dwelling unit would be completed under urban development deptt which may be given to much needed people of state

ITANAGAR, JAN 18 : it is expected that more than fifteen hundreds of dwelling units may be completed in the current financial year by urban development department in various parts of state which may be given away the much needed and deserving people of state. The urban development department sources said.

The senior officers of UD department inform that the project for construction of dwelling unit was taken up as per 2011 census and government of India has approved for much needed people and family of state in various location and some of them has been completed and few are in full progress and would be completed soon. Due to several reasons the construction works were delayed in few places and after that the state government take up the project on priority basis and maximum works and components are about the complete and work is in full progress and hope that the full component work is completed.

Urban Development Chief Engineer Taring Darang when contacted said that “ actually during 2014-15 the government of India has sanction EWS housing project at Dirang, Bomdila, Itanagar and Palin. Dirang and Palin has already completed, The work for Itanagar building works has been completed. The external water supply and electricity connection and supply was remaining and fund has been received and this year March all the works will be completed” Said Chief Engineer.

With regards to the works at Bomdila all the works were sanctioned during 2014-15 and work started in 2015. The contractors could not achieve the target and due to delay the contract agreement was terminated. The department has taken up itself and doing its works with a target to complete by April 2023. He Said.

When ask of the project at Palin, the Chief Engineer inform that the Kra Daadi district administration has taken up the infrastructure and using the premise for sometime till their own office accommodation is not constructed or completed. They are using the property and once they vacate we may allot it to the beneficiaries and the same may be done with the infrastructure at Dirang in West Kameng district. He said.

The project is fully under monitoring and the supervised by the officers of Urban Development and taking update on weekly and monthly basis form headquarter, Itanagar. The CE said.

The Covid 19 pandemic has added delay in the project execution and the reason for delay in completion is due to delay in receiving the fund of the third installment from the centre. The state matching share of 10% has been added to the project whereas the 10% of the individuals allotted were also added so that the allottees use the project as feeling of ownership belongingness and keep the premise neat and clean and hygiene. He said.

There are 576 dwelling unit (G=3) rental house including infrastructure at Chimpu, Itanagar. EWS housing project with 320 dwelling unit at Dirang inn West Kameng. EWS housing project at Bomdila with 384 dwelling unit and EWS housing project with 256 dwelling unit at Palin in Kra Daadi district and total of 1536 dwelling units.  As per statement the project cost of Chimpu/Itanagar project was Rs. 4431.20, for Dirang the project cost was Rs. 1536.04, the project cost of Palin was Rs. 2037.76 and the project cost of Palin Rs. 1502.23.The CE Taring Darang said. 

As per guidelines the dwelling unit will be allotted as per objecting of scheme to provide to urban poor people. As per guidelines these dwelling unit should be allotted to people of SC/ST/OBC/PH/single women/ other weaker and vulnerable section with beneficiary contribution is mandatory at a minimum of 10% share. He further said.

The UD Department, Bomdila Division, Executive Engineer D K Thungon inform that the  EWS Housing at Bomdila that the due to delay in construction by the contractor the contact agreement was termination on 15-11-2020 and the work was taken up by the department itself. it was suppose to complete but could not due to many circumstances that lead to termination of contract agreement and taken over by department and work is under progress. Now the pace of work is very good thereby two numbers of block out of 10 blocks has already completed in full shape . The construction of another 8 blocks are also progressing well. He said.

Infact all components like brick work, cc flooring ,plaster, internal water supply , internal electrification , sanitary works of all remaining 8 blocks have completed besides construction of RCC Protection wall  of different heights for more than 150. Meters. The remaining works like fitting of doors and windows , drains, septic tanks , painting , protection wall etc are under progress in full swing and trying hard to complete as soon as possible . Despite of many hindrances like rainfall  and heavy floods in summer season and many other the pace of work is  good and trying to complete at the earliest. The EE Thungon added.

It is to mention that the project earlier was under Rajiv Awas Yojana (RAW) and later these schemes/projects were amalgamated or subsume with PMAY.

Earlier the Dirang MLA and PWD Minister Advisor Phurpa Tsering speaking to media recently at Dirang said that the project was completed in all respect and it will be inaugurated within shortly and dedicated to the much needy people of area.  He said.

He also inform that due to delay in the project he has contributed some MLADF for the said project which might be added and utilised for completion of the project.
