JOMA demanded CM Pema Khandu resignation or moral ground within fifteen days for various reason

ITANAGAR, A group of organizations, in a joint press conference here at Arunachal Press club (APC) on Wednesday has demanded the resignation of Chief Minister on moral ground within fifteen or else the will launch democratic movement.

The press conference was called Joint Organisation Movement of Arunachal Pradesh (JOMA)  comprising the Nyishi Ethnic Students of Arunachal (NESA), the Pro-Dam Movement of Arunachal Pradesh, Arunachal Pradesh Border Student Union, Arunachal People front (APF) and many others  has submitted a joint memorandum to the governor of State demanding Chief Minister Pema Khandu to resignation from his post within 15 days.

JOMA Chairmen Taw Paul ,who is also presidents of the Pro-Dam Movement of Arunachal Pradesh  informed the newsperson and claims that 47 organisation jointly created JOMA to demanded resignation of Chief Minister Pema Khnadu because, from last few years we all the Organisation has been submitting memorandum and representation at various level but till date no response has been made from government side.

The Pro-Dam Movement of Arunachal Pradesh, has submitting memorandum since from 2017 with 14 points of its charter of demand but till date no any response from state government under the leadership of Pema Khandu has been made either to us or the general public or has issue white paper and clarification. 

He alleged that Arunachal Pradesh government has sign 142 MOU/MOA with Hydropower developer Company in state and few of them has been terminated by Pema Khandu government but the upfront money collected should be made public and is a matter of great concern. 

In this regards we had demanded for Cancellation/termination of all the MoU/MoA signed by the state Govt. because none of the private companies have completed/commissioned any hydro project as on date and there is a complete breach of MoU/MoA agreement and even one company has filed litigation which should not have happened. He said.

They also demanded the white paper on the details of upfront money collected from various power developers both from public and private sector and should be made public as it is public money has been collected in the name of rivers basis of the state for hydro power development  which is yet to be done, so transparency is needed.

He also said that Possibilities should be explored for making joint venture company  with central PSU’s and State agencies like Indo-Arun Hydro Power Corporation Ltd. (IAHPC) so that mega, micro and mini hydro project can be harnessed and thereby create employment opportunities for unemployed youths. But our youths are not getting jobs in project even after signing of so many MOU/MOA. He lamented. 

They also demanded white paper on the details of revenue obtained at 12percents from already Commissioned Hydroelectric Project of Ranganadi HEP (405 MW),Pare HEP (110 MW) and Kameng HEP W). also demanded reports on free distribution of electricity from the power generated from these hydroelectric projects. He also allege that several functioning except the one of Doimukh all the HPD has not engaged the required numbers of local youths in employment as per norms as per guidelines. 

They alleged  that in the year 2007 State Govt. Had taken a loan to the tune of Rs. 225 Crores from NHPC Ltd with 9 percent interest per annum to revive the then sick Apex Bank of the State. It is learnt that till today the said money is not yet returned to NHPC Ltd and the loan amount has now accumulated to the tune of Rs. 500-600 Crores. Moreover, the Apex Bank authority is saying that they had received only Rs. 180 Crores out of total Rs. 225 crores borrowed from NHPC Ltd. What about the balance amount and demanded clarification. 

The detailed summary of the total amount received by State Govt. towards Net Present value (NPV) / Compensatory Afforestation Fund Management and Planning Authority (CAMPA) from various power developers be made public. Also, the details of the projects and demanded proper clarification and white paper on the CAMPA fund utilized in the state. he said. 

The 405 MW Ranganadi Hydroelectric Project (NEEPCO) to re-christened as PANIOR Hydroelectric Project for interest of indigenous identity and local sentiments of the area should be honoured by all concerned.

 The NEEPCO Corporate office should be shifted from Shillong (Meghalaya) to Itanagar while NHPC office should function from the territory of Arunachal Pradesh instead of Dhemaji in Assam. He said.

Speaking on behalf of the organizations, NESA president Biri Chatum said that whole state is demanding the deportation of the Chakma and Hajong refugees from Arunachal but till date state government has not single steps taken on the issue but only clarification should not work.

He also claims that State government instead of resolve the Assam-Arunachal boundary issue. They are misusing state funds and eye washing the public by conducting meeting or constituting high power committee , whereas the Assam Arunachal boundary issue is going worst and facing lots of problem staying at boundary  “Both the states are currently governed by the BJP if the government want it can be solved easily , he added.  

” He also alleged that the state government has misused a huge fund in Panchayati raj department and sought a white paper from the state government on “the financial budget and expenditure of the 2020-21 fiscal year,” stating that transparency should be maintained while utilizing public money.

Arunachal people front, President Kipa Natung stated that the highway department modified the width of the road under Package A of NH 415 between Chandranagar and Papu Nallah, the organizations said that the state government should ensure that no such alteration and modification of width is done on Packages B and C. and requested the work should be executed properly, according to the detailed project reports and guidelines issued by the ministry of road transport and highways, Natung demined that such problem for parking should not arise in Package B and C. he also appeal the land owners to cooperate with  the executing agency for a better road. 

Further the organizations said that if CM khandu failed to step down then we would be compelled to launch a democratic movement against the government from next month.
