ITANAGAR, May 25: Former Arunachal Pradesh chief secretary (CS) Takap Ringu passed away early Wednesday morning in Tomo Riba Institute of Health Medical Scenes hospital after prolonged illness.
Ringu, 84, who is survived by his wife Kenyir Ete Ringu and five daughters, was born in Ngopi village in West Siang’s Kangku circle on March 31, 1940. Born to Maryom Ringu and Yapi Padu Ringu, he did his schooling from Tene, Sadiya and Pasighat before graduating in economics from prestigious St Edmund College, Shillong in 1963.
Ringu, who was undergoing treatment for multiple old age illnesses, breathed his last at around 8.00 am, family sources said. His mortals will be taken to his native Kora village for the last rites, family sources added.
Ringu was inducted into IAS in 1964 after Indian Frontier Administrative Service (IFAS) created for NEFA, which he had joined as APO-I in 1963, was merged with IAS that year.
During his illustrious civil service career, Ringu served as assistant commissioner Ziro and Nacho, ADC Khonsa, deputy secretary. Meghalaya Civil Secretariat (1965-66), ADC Daporijo (1971), DC Lohit (1972-74), secretary finance (1974-82), New Delhi Arunachal Bhawan resident commissioner (1983), development commissioner (1984-87) and commissioner in Mizoram (1987-89). He was elevated to CS Andaman & Nicobar in 1990 and served until 1992 before his posting as Arunachal Pradesh CS in 1992 and continued till 1995. He had suffered throat cancer which had forced him to take voluntary retirement as North East Council (NEC) NEC secretary in 2000.
Mourning the sad demise of Ringu, state Governor Brig. (Retd) B. D. Mishra (Retd) said he was one of the first generation administrative officers of the state and in his departure, the State has lost the man who shaped the state during its nascent years. He was a distinguished bureaucrat, a respected person and made valuable contributions for state building and also to Galo Community in tune with ‘pay back’ to his fold. The state has lost a great son of the soil in his death, he said. He conveyed his heartfelt condolences to the bereave family and prayed for the departed soul to rest in eternal peace. (PRO)
Expressing deep shock over death of Ringu, Chief Minister Pema Khandu, in his condolence message, said that “he will always be remembered as one of the first generation civil servants of the state, who served in various capacities, reaching to the top post in bureaucracy of the state, in his long and illustrious career. His demise is loss of an era of sheer determination, dedication and service to the people. Late Takap will remain an inspiration for generations.”May Lord Buddha bless the departed soul with eternal peace in heavenly abode,” the message added.
APCC president Nabam Tuki, deeply saddened on learning about Ringu’s demise, in his condolence message, said that he had served the state in various capacities as an able and dedicated administrator during his illustrious career. His demise is a great loss to the state and his selfless & noteworthy contributions to the state and people will always be remembered. He conveyed his deep sense of condolences to the bereaved family and prayed for his great soul to rest in eternal peace.
