Downstream affected people of NEEPCO met HPD CE, seeking help from Govt

ITANAGAR, MAY 30 : A team of PRI leaders, senior citizens, public leaders and others led by Kimin ZPM Bamang Yayu on Monday meet the Hydro power department Chief Engineer R, K Joshi and sought clarification on the 1 % benefit to the affected people of the 405 MW NEEPCO Hydro Power project located at Pitapol in Yachuli Assembly constituency of Lower Subansiri district.

Speaking to media, Kimin ZPM Bamang Yayu inform that the people living below the downstream of Panyor river (Ranganadi) is badly affected due to construction of the 405 NEEPCO, RHEP, Yazali but we are living at the downstream and the benefit which need to be given to the affected family and people are yet to received from the department and administration. She said. 

We have information that the state government under the leadership of  Chief Minister Pema Khandu two years back by his state cabinet has approved payment of 1 % out of 12 % profit of the state government to the affected people  of the project and we are still deprived of any benefit. She said.

We heard that the affected people of upstream has already been paid and we are still waiting with a hope that the HPD department, Papum Pare district administration and state government may like to understand the nature of our patience we are still having with us and living in great fear of the situation when the river discharge a huge volume of water and otherwise the river may almost get dried and all the aquatic life are nowhere which are our traditional practice and other activities with river is now almost finished. 

Youth leader Phil Tadap informed that we are not asking anything new but the state government’s approval to help the affected people either upstream or downstream. We met the Chief Engineer of the HPD and discussed several issues related to the downstream affected people for its safety and security. There are several major issues like construction of embankments, land protection issues and flood protection measures which are urgently required. The development funds which are a part of the profit of the state government and 1 % of the profit of 12 % of the state government need to be shared to the affected people in various forms for the development of the area and protection of people need to be given through proper channels. He said.

We understand that the enumeration and survey and other works were properly done by the Lower Subansiri district administration  but we felt that there are several villages but few villages have been included in the list while several villages have not been included. He requested the Papum Pare district administration to clear the list of villages immediately.
