JAC for Postal deptt, fiasco meet Union Minister at New Delhi and submitted memo.

ITANAGAR, FEB 6 : The Joint action committee for Postal department fiasco on Tuesday has visited New Delhi and discussed the burning issue with union minister for earth science Kiren Rijiju and submitted memorandum addressed to  union minister for communication, Railway, electronic and information technology. 

The team members which include Chairman KIpa Kanam, Spokesperson Tarh Atung, Convenor Raj Paw, Vice Chairperson Teli Yamang, Member Secretary Maji Tayum, IPR Japan Lowang and others visited the national capital New Delhi to meet the union minister and visit the officer of ministry of communication department.   

The memorandum submitted to the union minister said that ‘Local unemployed youths of Arunachal Pradesh are being deprived in GDS job. The selection process of GDS job as per highest mark obtain in Class-X has deprived the local unemployed youths , as Arunachal Pradesh is the lowest literacy rate in India every and Last year Class-X passed rate is 35.4 %. As such how can we possibly compete with high literacy states like Delhi, Mumbai etc. The appointed candidates are not able to communicate properly either Hindi or English with the villagers at international border area of Arunachal Pradesh like China and Myanmar and even villagers can’t communicate with them. As per Arunachal Pradesh population census 2011 the 77.06% population has lived in rural areas.  Non-functional of newly appointed BPM, ABPM and DS in GDS, It is learnt that many Non-tribal/(non-APST) who have appointed did not stay at his posted place in various district due to non connection of proper road and electricity in every village instead they are staying at headquarter of CO/ADC/DC hence, they have unable to function properly at posted place which affect a functioning of the department. The Prime aim of opening a GDS job in various villages is to facilitate a bank account to be established within 5 km jurisdiction. The appointed BPM/ABPM/DS has mandatory to take a hire rent room at posted village but same is not followed in Arunachal Pradesh. The memorandum said.

A meeting was held on 11.09, 2023 with the Authority of Postal department led by E Yangthan, Asstt Director, Office of CPMG, NE Circle Shillong with 10 organization. The recruitment rules of the intelligence Bureau (IB) (Ministry of Home Affairs) Govt. of India, has made by implementing local language/dialect of 23 major tribe of Arunachal Pradesh. Therefore, the rectification of Gramin Dak Sevak (Conduct and Engagement) recruitment rule 2020 should be done as per recruitment rules of the intelligence Bureau (IB) (Ministry of Home Affairs) Govt. of India. 

Accordingly, the state government has accepted the demand by recommending the two point Charter of demand which include Domicile certificate & local Dialect of 23 major tribe of Arunachal Pradesh. With the above facts, we the joint action committee for postal department fiasco (JACFPDF) would like to pray your esteemed office to initiate necessary action by implementing the following points by altering of the recruiting and appointment of GDS posts immediately especially for the state of Arunachal Pradesh. The memorandum said.

The major point is for Inclusion of domicile certificates for selection procedures in GDS job and inclusion of local language/dialect of any twenty three (23) major Tribes of Arunachal Pradesh in selection procedures in the state of Arunachal Pradesh. The memorandum added. 

It is to mention that a meeting was held at New Delhi with officer of ministry of communication which include Secretary Deptt of Post Vineet Pandey, Member Manju Pandy and others in presence of Union Minister Kiren Rijiju.
