APKDSU announced a 12 hrs bandh call on 13 Dec

ITANAGAR, The All Pakke Kessang District Students’ Union (APKDSU) on Tuesday has announced 12 hours bandh call in the district on 13 December next reiterating their demand to “rectify the altered job advertisement” issued by the Pakke Kessang, District Health Society (DHS). 

Addressing media persons here at press club, APKDSU President Nera Gumro informed that the proposed bandh call was declared unanimously after a central executive meeting of the Union to fight against the recent altered job occurred under the DHS.

He said that an advertisement was issued under National Health Mission (NHM), Naharlagun for posts of District Programme Management (DPM), District Accounts Manager (DAM), District Community Mobiliser (DCM) and District Data Manager (DDM). However, posts advertised by the DHS were totally different from the actual posts sanctioned.

“The DHS entirely changed the post in the advertisement such as; DAM to Block Account Management (BAM), DCM into Block Community Manager (BCM) and DDM into Block Data Manager (BDM)”, said Nera, adding that the DHS has no right to alter any post issued by the state government.

The Union has been raising the issue since the day it was found illegal and we have not received any positive response from the concern authority, hence, decided to observe 12 hours bandh call, he added

He appealed to citizens, civil societies of the concern district and commuters of the NH-13 to co-operate the bandh call on the day while citing that the union is not fighting for any individual benefit or against any officer/department instead it is a fight for the welfare of the district in particular and State as a whole.

Meanwhile, APKDS VP Thomas Nabam informed that the concern district Deputy Commissioner and DMO have verbally assured to conduct re-examinations for those posts by canceling the earlier advertisement in reply to the Union’s earlier served five days ultimatum.

But, later the DMO refuses to conduct re-examination of mentioned posts by addressing the Union that the department cannot roll back an advertised post, he added

Therefore, the Union has decided to observe 12 hours bandh call as its first phase and if the concern authority fails to address our demands the union will go for another phase of bandh call, said APKDS VP

The union’s two point demands are immediate cancelation of the advertisement and re-advertisement as per office memorandum of NHM, Naharlagun, and transfer of DMO from the district.

Thomas said, “If the Union’s first demand is fulfilled then they might consider their second demand”, while replying to a query during the press conference.      

During the bandh call milk van, media persons, medical emergency, police personnel vehicles, on duty Magistrate, exam appearing school students will be exempted.
