TRIHMS get NABL  license  for Clinical Hematology and Biochemistry Testing

NAHARLAGUN, JAN 9 : The Tomo Riba institute of health and medical science (TRIHMS), Naharlagun has been accredited and has been certified by National Accreditation Board of Laboratories with its accreditation License. The health & Family welfare Minister Alo LIbang has congratulated the faculty, staffs, students and people of Arunachal Pradesh.

Terming the accreditation of laboratory testing as a feather to the TRIHMS, the Health Minister said that with the accreditation the moral of officers, medical fraternity and others staffs has been boosted up and they can work with renewed zeal in the service of humanity.  Inaugurating the system and two new sophisticated medical laboratory testing equipment at TRIHMS campus on Monday has ask the doctors not to send or recommend the patient for testing and medical tests to their concern laboratory or clinic for which the facility are available at the hospital and medical health centers and CHCs. He said.  

The two sophisticated laboratory equipment which include automated glycohemoglobin Analyser for testing HbA1C and Immune Assay MAXIA CLIA (Hormone analyser) for conducting hormone tests suchas Thyroid profile etc free of costs to the patient and would be much beneficial to the people of state. 

While expressing happiness the medical fraternity during the Coivd 19 pandamic and management, LIbang said that in case of any outbreak of pandemic the medical fraternity and task force have managed it smoothly without any disaster and we have already got experience and are ready for future. He said.

The Minister informed It is the first Laboratory in the state to get an National Accreditation Board of Laboratories (NABL) License in both Clinical Haematology and Biochemistry. He expressed satisfaction with the TRHMS PPP Lab for providing services to the needy. He emphasized the fact that the accreditation process is a long and the NABL is one of the constituent boards of Quality Council of India (QCI), an autonomous body under Department for Promotion of Industry & Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India and with this it would be much beneficial to the people of state. The minister said.

At present TRIHMS PPP Lab is providing 44 different tests including Clinical hematology such as complete blood count, biochemistry such as Liver function test, kidney function tests, blood sugar, serum electrolytes, serology test etc., free of costs to the patients (both in-patients and out patients) thereby reducing the out of pocket expenditure. The minister said.

He also appeal the people of state to register CMAAY scheme and avail the benefit of pocket less expenditure in empanelled hospitals of state and country. May be due to technical problem or communication gap of miscommunication the patients may be getting problems in availing the benefit of cashless treatment with the help of CMAAY. The Health Minister Alo libang furthers said.

The Nodal officer Dr B Tayeng informed that the primary objective of NABL is to promote, coordinate, guide, implement and maintain an accreditation system for laboratories. The Laboratory is assessed on specific criteria based on the International Standard, ISO 15189:2012 – “Medical laboratories – Requirements for quality and competence. The laboratory’s compliance to requirements of the standard such as adequate space with uninterrupted power supply, trained manpower, being engaged regularly in an internal and external quality control program, having a Laboratory information management system etc and its technical competence are assessed. She said.

The laboratory shall follow national, regional, local laws and regulations as applicable. it is an achievement for department of Health & Family Welfare as being accredited with NABL gives a measure of confidence to the users of the Laboratory that the testing and reporting done in the accredited Lab will be error free and satisfactory. At the same time, trust in testing and reporting of the samples will reassure the clinicians of the diagnosis and allow them to manage the cases appropriately in timely manner. She said..

The process of testing and investigation for various tests was initiated since  2019 and since its inception 2,84,240 patients have benefited from the Free Diagnostic Services provided through this Lab and this Lab has so far performed 11,14,486 tests. Dr. Tayeng said.

She  also stated that as per the data provided by vizhub.healthdata.org/gbd-foresight, the disease burden in the country with the burden of Non-Communicable diseases at 30% in 1990 has increased to 55% in 2016. And 63% of deaths in the country is contributed by Noncommunicable diseases. Dietary risks and high fasting blood sugar being ranked 2nd and 4rth respectively in the risk factors for most deaths in India in 2021. She added.

To enable better control of blood sugar level in diabetic patients, HbA1C test is offered free to the patients with the installation of new automated glycohemoglobin Analyser machine at TRHMS PPP Lab. In addition, Arunachal being a Himalayan state, conditions affecting Thyroid  gland is commonly seen . Therefore, as per Govt approval hormone and other markers will also be offered free of costs with the installation of Chemiluminescent Immunoassay (CLIA) machine in the same Lab. Such tests are not available in all the districts and costly if available. Although much essential but the test reports like HbA1C level and hormone markers are not required on emergency purposes, therefore, this Lab can serve as the mother Lab where samples for such tests can be sent from all the districts and tested and reported here. A hub and Spoke model of Lab may be established considering the limited resources, vast landmass and low population density. The latest IT technology may be utilized for safe transportation and quick, easy, hassle free reporting. She further said.
