Tedir meets ATA delegation, several decisions taken over ATA demands

NAHARLAGUN, Feb 04: After an important meeting held today between the central executive committee of the Arunachal Teachers’ Association (ATA) and Education Minister Taba Tedir in presence of top officials of the Education department, several decisions were taken.

During the meeting, held in the minister’s chamber at the Civil Secretariat, Itanagar in connection with the demands of the ATA, it was resolved that the both the Directorates (Elementary and Secondary) will complete the Recruitment Rule (RR) process within 6 months.

The ATA CEC shall submit required suggestion on proposed RR to the Education Department within 10 days before its finalization. Till then, no appointment should be done in the post of DAEO, APO, BEO & others.

On the bifurcation of both Elementary & Secondary Directorates, it was decided that the earlier Cabinet decision of 2019 for merging of both the Directorates into a single Directorate shall be reviewed in the next Cabinet meeting & restoration of bifurcation order of 2010 shall be implemented in toto.

A committee shall be constituted by the concerned departments including ATA (CEC) members within one month for proper bifurcation of Directorate of Elementary and Secondary Education up to block level.  

The meeting was attended by Ankur Garg, Commissioner (Education), Ranphoa Ngowa, Addl. Secretary (Education) and a number of delegates from the ATA, CEC including Kipa kechak, president, ATA, CEC and Jummar Kena, secretary general, ATA, CEC.

On the issue of the review of Bye-law of ISSE, the house resolved to repeal the words “There may also be a Spl. SPD / Dy. SPD as may be decided by the State Govt., preferably from administrative background” in the ISSE Bye-law and shall insert in its place “There may also be a Spl. SPD / Dy. SPD as may be decided by the State Govt., preferably from Parent Department” in the next executive committee meeting of ISSE.

On the enhancement of EL (Earned Leave) from 10 days to 20 days, it was resolved that the ATA, CEC shall submit the comparative documents / rules within 10 days to place in the next Cabinet sitting for consideration.

On the renovation and construction of dilapidated school building and teacher’s quarter, Minister Tedir has directed both the Directors of Elementary and Secondary to collect all required data to be placed in the next Cabinet meeting and also discuss the matter with the Chief Minister.

Review of CMSSY scheme will also be placed in the next Cabinet sitting.

On the Teacher’s Protection Act, it was decided that the framing of the Teacher’s Protection Act shall be initiated by the Director of Secondary Education for Cabinet sitting.

On the enhancement of retirement age from 60 to 62 years, it was decided that the enhancement of retirement age of teachers will be placed in the Cabinet sitting from the age of 60 to 62 years.

Any officers/officials of the Directorate of Secondary/Elementary/ SCERT/ ISSE and DH&TE, if not performs their duties sincerely, will be viewed seriously by the government and action may initiated against him /her as per conduct of Service Rule.“All above demands will be resolved by 2023,” the house resolved as informed by  Ankur Garg, Commissioner (Education), Govt. of Arunachal Pradesh.
